🛑 Regulation Update: Ontario Reg. 502/24 Now in Effect
As of January 1, 2025, amendments to Ontario Regulation 565 under the Health Protection and Promotion Act are in force.
Key changes include:
- New pool types recognized: cold plunge pools, floatation pools, and floatation tanks – each with specific treatment and signage requirements.
- Exemptions for private residential pools/spas used publicly, if proper signage is posted (“Swim at Your Own Risk”).
- Updated disinfection standards, including higher chlorine ranges and mandatory UV treatment for floatation pools.
- Safety upgrades like mandatory signage, clocks, and handrails for hot water and cold plunge pools.
- New exemptions for rowing club pools and small hotel spas.
- Wading pool changes: <15 cm depth pools can be unsupervised with a written safety plan and signage.

🔔 REMINDER: Extension Announced for Implementation of Rule 68-058 of the OESC 2024
The new implementation date is October 1, 2025.
The PHTCC, on behalf of its members, expressed the industry’s concerns surrounding the challenges of adjusting to the new enhanced equipotential bonding requirements for pools. In response, the ESA has agreed to provide additional time for the industry to prepare.
“Although ESA encourages all pool or hot tub installations to meet the new requirements for enhanced equipotential pool bonding, to provide the industry time to adjust, ESA will accept the previous code, OESC 2021 (Rule 68-058), for pool bonding requirements until October 1, 2025. Wiring notifications (permits) filed on or after October 1, 2025, shall meet the revised Rule 68-058 of the OESC 2024. If ESA receives a complaint related to stray voltage involving pools or hot tubs installed during this transition period, it is expected that installers will cooperate fully by providing information on the installation and working collaboratively with ESA and local utilities to help resolve the issue promptly.” ESA Website.
